{"id":954282,"date":"2025-09-27T06:10:00","date_gmt":"2025-09-27T04:10:00","guid":{"rendered":"https:\/\/dmcsrb.com\/uncategorized\/vozovi-mile-lani-kasnili-92-sata\/"},"modified":"2025-09-27T06:10:00","modified_gmt":"2025-09-27T04:10:00","slug":"vozovi-mile-lani-kasnili-92-sata","status":"publish","type":"post","link":"https:\/\/dmcsrb.com\/en\/drustvo\/vozovi-mile-lani-kasnili-92-sata\/","title":{"rendered":"Vozovi mile, lani kasnili 92 sata"},"content":{"rendered":"<p><\/p>\n\n\n\n<p>To je izme\u0111u ostalog navedeno u Godi\u0161njem izvje\u0161taju o bezbjednosti \u017eeljezni\u010dkog saobra\u0107aja u Crnoj Gori za 2024. godinu.<\/p>\n\n\n\n<p>Tehni\u010dki nedostaci na postrojenjima i voznim sredstvima su uzrokovali 16 vanrednih doga\u0111aja, vi\u0161a sila \u010detiri, li\u010dni propusti \u017eeljezni\u010dkih radnika bili su uzrok 10 vanrednih doga\u0111aja (duplo vi\u0161e nego u 2023.) a nepa\u017enja putnika i tre\u0107ih lica (osobe koje se mimo propisa kre\u0107u prugom) je prouzrokovala 11 vanrednih doga\u0111aja.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ve\u0107i dio opreme tehni\u010dki zastario<\/h2>\n\n\n\n<p>\u201cNa bezbjednost i redovitost \u017eeljezni\u010dkog saobra\u0107aja uticale su i smetnje, kao posljedica tehni\u010dke nepouzdanosti elektrotehni\u010dkih ure\u0111aja i postrojenja zbog dugoro\u010dnog izostanka neophodne obnove ovih osnovnih sredstava. Najve\u0107i dio ugra\u0111enih ure\u0111aja i opreme je stariji od deklarisanog upotrebnog vijeka i tehnolo\u0161ki zastario. Evidentiran je ve\u0107i broj kvarova predsignala i ponavlja\u010da predsignala, naro\u010dito na dionici Trebaljevo &#8211; Podgorica &#8211; Bar. Tako\u0111e, neispravnost putnih prelaza na dijelu pruge Podgorica &#8211; Bar uti\u010de na bezbjednost saobra\u0107aja i pravi dodatne tro\u0161kove vu\u010de vozova i materijala, jer je ve\u0107 du\u017ei period evidentna neispravnost putnih prelaza Virpazar, Bistrice, Mora\u010da i Vukovci\u201d, navedeno je izme\u0111u ostalog u izvje\u0161taju.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Voze i po 20 km na sat<\/h2>\n\n\n\n<p>Na dijelu pruge od dr\u017eavne granice sa Srbijom do stanice Trebe\u0161ica (izme\u0111u Kola\u0161ina i Podgorice) u periodu od 2006. do 2019. godine izvr\u0161en je remont gornjeg stroja i brzina saobra\u0107anja vozova sa 50 km\/h pove\u0107ana je na 80 km\/h, \u0161to predstavlja i maksimalnu mogu\u0107u brzinu za ovaj dio pruge.<\/p>\n\n\n\n<p>\u201cDio pruge od Trebe\u0161ice do Bara nije remontovan i na ovom dijelu zbog stanja elemenata gornjeg stroja pruge, nestabilnih kosina i aktivnih klizi\u0161ta brzina saobra\u0107anja vozova iznosi od 20 do 60 km\/h. Remontom ovog dijela pruge i sanacijom kosina i klizi\u0161ta po postoje\u0107oj trasi mogu\u0107e je uspostaviti maksimalnu brzinu saobra\u0107anja vozova od 75 do 100 km\/h\u201d, navedeno je u izvje\u0161taju.<\/p>\n\n\n\n<p>Iz ove Uprave navode da kompletna pruga (od granice sa Srbijom do Bara) \u201cpredstavlja jednu od najte\u017eih pruga za odr\u017eavanje i eksploataciju u Evropi\u201d.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Od Danilovgrada do PG ukinu\u0107e dio prelaza<\/h2>\n\n\n\n<p>Za prugu Nik\u0161i\u0107 &#8211; Podgorica navedeno je da je maksimalna dozvoljena brzina od Nik\u0161i\u0107a do Danilovgrada 75 km\/h, a od Danilovgrada do Podgorice 60 km\/h. Za ovaj dio spore pruge, kako je navedeno, kriva su tri pru\u017ena prelaza (prelaz lokalnog puta preko pruge) koji nisu u skladu s normama o bezbjednosti, kao i vi\u0161e neodobrenih mjesta gdje se pruga prelazi kod Spu\u017ea i Rogama.<\/p>\n\n\n\n<p>\u201cPostoje\u0107u brzinu u odvijanju \u017eeljezni\u010dkog saobra\u0107aja na dionici pruge Danilovgrad &#8211; Spu\u017e uslovljavaju tri pru\u017ena prelaza na dionici, koji se nalaze na rastojanju manjem od 700 metara od najbli\u017eeg susjednog prelaza (putni prelaz \u017ddrebaonik) ili se nalaze u prostoru izme\u0111u ulaznih signala stanica (putni prelazi Pa\u017ei\u0107i i Mlin Spu\u017e), \u0161to iz uslova bezbjednosti odvijanja \u017eeljezni\u010dkog saobra\u0107aja nije dozvoljeno na osnovu postoje\u0107ih zakonskih normi. Izgradnjom podvo\u017enjaka i pristupnih saobra\u0107ajnica za nesmetanu komunikaciju gra\u0111ana koji gravitiraju ovim prelazima, stvori\u0107e se nesmetani uslovi za odvijanje saobra\u0107aja projektovanim brzinama. Tri pomenuta putna prelaza koja su nakon rekonstrukcije pruge Nik\u0161i\u0107 &#8211; Podgorica ostala u privremenoj upotrebi (\u017ddrebaonik, Mlin Spu\u017e i Pa\u017ei\u0107i) bi\u0107e ukinuta izgradnjom dva podvo\u017enjaka (Pa\u017ei\u0107i i Spu\u017e) i izgradnjom pristupne saobra\u0107ajnice do najbli\u017eeg susjednog putnog prelaza (\u017ddrebaonik), tako da \u0107e ukupan broj putnih prelaza na ovoj pruzi biti 22\u201d, navedeno je u izvje\u0161taju.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Za \u0161est godina 21 osoba poginula na pruzi<\/h2>\n\n\n\n<p>Tokom pro\u0161le godine desilo se pet smrtnih slu\u010dajeva na pruzi, dok ih je u 2023. godini bilo deset. Svih pet stradalih nisu bili putnici, ve\u0107 je su se \u010detiri smrtna slu\u010daja desila zbog neovla\u0161\u0107enog kretanja i boravka na pruzi, a jedan zbog neovla\u0161\u0107enog diranja u strujne kablove.<\/p>\n\n\n\n<p>Zbog toga Uprava za \u017eeljeznice i \u017dICG planiraju sprovo\u0111enje kampanja kako bi gra\u0111ane upoznala sa ovim opasnostima, navode\u0107i da je od 2018. godine 21 osoba poginula na pruzi.<\/p>\n\n\n\n<p>\u201cNeovla\u0161\u0107eni pristup i kretanje \u017eeljezni\u010dkom infrastrukturom dovodi do ne\u017eeljenih posljedica odnosno do povre\u0111ivanja i smrtnog stradanja. U 2025. godini \u017dICG \u0107e inicirati sprovo\u0111enje mjera na pove\u0107anju nivoa svijesti o problemu neovla\u0161\u0107enog pristupa, kretanja i zadr\u017eavanja na \u017eeljezni\u010dkoj infrastrukturi i po\u0161tovanja Pravilnika o unutra\u0161njem redu u \u017eeljezni\u010dkom saobra\u0107aju. Tako\u0111e, neophodno je razmotriti sa organima lokalnih uprava, mogu\u0107nost ograni\u010denja pristupa \u017eeljezni\u010dkoj pruzi (kroz naseljena mjesta), instaliranjem fizi\u010dkih prepreka, izgradnjom denivelisanih pje\u0161a\u010dkih prelaza i dr\u201d, navedeno je u izvje\u0161taju.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Vozove dijele na vi\u0161e kompozicija do 700 tona da bi mogli pro\u0107i Kru\u0161evo<\/h2>\n\n\n\n<p>Ukazano je i na dva slu\u010daja gdje je na pruzi ograni\u010dena te\u017eina voza koji mo\u017ee pro\u0107i tim dionicama.<\/p>\n\n\n\n<p>\u201cZbog stanja EVP Mojkovac (elektrovu\u010dna podstanica) masa voza, na relaciji Podgorica &#8211; Bijelo Polje je ograni\u010dena na 1.200 tona \u0161to je navedeno i u Izjavi o mre\u017ei za 2023\/2024. godinu\u201d, pi\u0161e u Izvje\u0161taju.<\/p>\n\n\n\n<p>Za rje\u0161avanje ovog problema \u017deljezni\u010dkoj infrastrukturi je iz bud\u017eeta obezbje\u0111en novac jo\u0161 2023. godine, ali do pisanja ovog izvje\u0161taja on nije rije\u0161en.<\/p>\n\n\n\n<p>Drugi slu\u010daj je jo\u0161 te\u017ei jer se kod ukrsnice Kru\u0161evo u blizini Bijelog Polja u junu pro\u0161le godine desilo klizi\u0161te, zbog \u010dega je te\u017eina voza koji prolazi ovom dionicom ograni\u010dena na 700 tona. Problem je \u201crije\u0161en\u201d na neobi\u010dan na\u010din, tako \u0161to se vozovi koji prilaze toj lokaciji dijele na vi\u0161e kompozicija koje pojedina\u010dno tuda prolaze, pa se zatim opet spajaju u jedan voz.<\/p>\n\n\n\n<p>\u201cTeretni operateri su prinu\u0111eni da redukuju masu vozova na me\u0111ustani\u010dnom odsjeku Kru\u0161evo &#8211; Mijatovo Kolo, a nakon toga opet spajaju obi\u010dno dva voza u jedan voz od 1.200 tona. Ovo je prouzrokovalo produ\u017eenje vo\u017enje voza minimalno oko tri sata, a nekada i du\u017ee \u0161to dodatno poskupljuje vu\u010du voza\u201d, navedeno je u izvje\u0161taju.<\/p>\n\n\n\n<p>\u017deljezni\u010dka infrastruktura je 5. septembra ove godine raspisala javnu nabavku za sanaciju ovog klizi\u0161ta. Ponude se mogu dostavljati do danas, a procijenjena vrijednost nabavke je 417 hiljada plus PDV.<\/p>\n\n\n\n<p>\u201cAktiviranje klizi\u0161ta se nije moglo predvidjeti u fazi planiranja nabavki, niti sprije\u010diti radnjama naru\u010dioca. Dalje odlaganje izvo\u0111enja radova moglo bi dovesti do prekida saobra\u0107aja na ovoj dionici i nastanka materijalne \u0161tete, \u0161to predstavlja ozbiljnu prijetnju javnom interesu, te zahtjeva hitno preduzimanje radova\u201d, navedeno je u opisu javne nabavke.<\/p>","protected":false},"excerpt":{"rendered":"<p>Na \u017eeljezni\u010dkim prugama u Crnoj Gori pro\u0161le godine bio je 41 incident (prekid saobra\u0107aja) zbog \u010dega su vozovi kasnili 92 sata i 46 minuta.
